Project description

The city of Bishkek has procured new trolleybuses and renovated the associated infrastructure. In order to ensure sustainable financing of operations, the city decided to introduce a new ticketing system in Bishkek and to move away from the usual cash payments for public transport services. To this end, the city planned to introduce an e-ticketing system, which was to be set up and operated by a private provider on behalf of the city. Both public buses and private minibuses were to be included, thus forming an integrated ticketing system for municipal public transport in Bishkek. The solution that was ultimately implemented is a smartcard-based ID-based ticketing system, which is designed for check-in/check-out operation, but will only be operated as a check-in system in the first phase due to the standardised fare.
The winner of the tender process was the Swiss company BPC Banking Technologies, which developed the system with its product


and operates it in a public-private partnership concept together with the city of Bishkek.

Service description

In co-operation with its partner SYNERGICA, BLIC supported and advised the project group of the city of Bishkek in

  1. analysing the existing ticketing system and the legal framework
  2. developing the concept and basic principles of the future e-ticketing system including the institutional framework for different solutions and approaches
  3. preparing cost estimates and the financing model for the project
  4. Preparation of the technical tender documents
  5. drafting the PPP model and the PPP contract
  6. monitoring the tender and supporting the contract negotiations
  7. System implementation and system acceptance
  8. Monitoring the public system implementation
  9. Contract implementation and fulfilment
