BLIC was responsible for preparing and coordinating the award procedures. This involved combining several planned individual projects into a complex procedure with the aim of increasing cost efficiency. In addition to structuring and documentation, BLIC prepared the technical tender documents, advised on commercial aspects, carried out tests and evaluated the bids.
